Help identifying a Moray Eel

To me it looks like a white eyed moray eel with partial albinism (vitiligo?), it is a bit thicker around the neck than a normal white eyed moray eel, so I am probably wrong. Where was the image taken and what size was the eel?

Taken off the coast of Cambodia/Vietnam, I don't know the size but looking at the shrimp about average size, not a juvenile.
