In the Apeks harness box there is instruction guide. However if you do not have it and you ended up with 2 extra tri-glides they most probably were the ones that go on the back of the plate where the shoulder harness slides through to become the waist band.

The APEKs WTX plate harness kit includes those tri-glides should you want to use them but it is not necessary. The webbing will not slide easily if you do not put those triglides on. So if you already have it threaded up and don't want to add them, then don't. If you find that it does slide or you would like to secure it then just put the slides in place.

Shout it be on the waist or on the shoulder??
 
The answers are identical. Joel just added a little more text, I linked a photo. Look at the photo...

When the shoulder strap turns back through the backplate at the bottom, it becomes the waist strap. The photo shows the back of the plate where the strap makes the U turn.

I don't know if your instruction sheet tells you but the outside edge of the web as it leaves the shoulder slot becomes the top edge when the web goes through the bottom of the plate. You can see that in the Apeks photo.
