I'm gonna give Kudos to Frank for more than just local contributions.
When I was at Purdue in the 70's I picked up a SkinDiver magazine. They ran a story on Frank. His history with developing SCUBA was in line with JC's. But the other side of the world and a decade or so behind. Well before it was mainstream.
The mag credited Frank with the Palm Beach rifle, but more importantly they dubbed him the father of drift diving (techniques). Using a painted milk jug as surface marker.
