If I remember correctly Raymond B. Winters is about half way between Lewisburg and State College.
 
From looking at the state park website it's a "swim at your own risk" place. I also checked out the state regulations on swimming (Including diving - you can find a link on the RB WInters page). Looks like it shouldn't be a problem even if you need "permission" from the park manager.

It's a cold water fishery and trout like clean, clean water so the vis should be pretty good. Probably not much in the way of plant life though.
