Are talking about Fla. spring footage? Is the glass we're talking about the port? I've shot footage inside the caves using 3 chip DV and man, oh man does the blackness of the caves eat light...yum, yum, yum.
Amphib. housing, or Gates? The FX1 is the old gold standard for early HD cameras.

Yea, I'm talking about Florida Springs. And the glass I am talking about is the lens on the front of the camera. Merely looking at filter size, I believe the HC7/HC9 use a 39mm filter. My DVX100 uses a 72mm filter. There is a LOT more square area to take in light. I hadn't even considered the light loss through the port glass.
I also wasn't referring to the caves, because for high flow caves, the white or cream colored limestone tends to reflect light back. Zebra mussels won't reflect back nearly as much in the lower Great Lakes. And the dark walled caves give NOTHING back. It's like lighting black velvet.
I agree with LimeyX, go for 50w HIDs to start and look to move up from there. Or buy a better camera, and go with the 50s. HDV cameras need MUCH more light than old DV cameras. Particularly when trying to shoot progressive footage.
