I get a new window that stays blank. I'm also having internet problems, maybe that's part of it

Okay, if I didn't have the link to get me there, where would I find the "chat" feature. Seems like it was on one of the two rows above with "Home, Forusm, Articles, etc.," or "User CP, Frequently Asked Questions, etc."
