Have a look at FredT's post on this thread regarding the toxicity of lead weights, I believe it is on page 2. Basically there are questions of the supposed toxicity of solid lead (apart from the poison fumes when you actually cast them!).

Interesting thread; thanks, Ben. :)

Sounds like bare lead weights are nothing to be concerned about in most cases, though this excerpt leaves me wondering:

"However, some divers have developed lesions from skin contact with wet bags of shot used as ballast. Over time, the bags' fabric absorbed some lead oxide which is the presumed irritant."

Anyone know of permanent effects in these cases?

Agree and disagree...

1. Single hard weights DO work best...
2. I am currently using the old Halcyon ACB weight pockets and have 2 hard 6lb weights in each side. I put one in horizontal (so that it sits like it would on a weight belt, skinniest) Then I put the other in vertical ) perpendicular to how it would fit on a weight belt). Fits like a glove!!! 24lbs total...

An answer to the original question:

Have these weight systems always been 15lb capacity or were the older ones 10lb capacity

They make the ACB in two different weight versions-10 & 15 lb.
 
Must have changed in the last year. I bought a 10 lb set for my son and a 15 lb set for me. Both have the light buckle on the right side.
 
Check out the Halcyon ACB link. At the bottom, it says... "The ACB+ does not include an attachment point for mounting a canister light. Numerous patents pending protect this new product as well many related Halcyon innovations."

The canister buckle is on the right side of mine as well. Go figure! It is a newer rig though, this year.

The pockets are plenty big to fit 15lbs of hard lead. Sea pearls I think is the company I see most often sold in the local dive shops here. I like um!
