To answer your question...

Seriously moderated? Hardly. Seems to be a myth going around the internet at the moment about ScubaBoard as a result of a recent banning. A quick read of the Terms of Service (TOS) should highlight the types of things that get moderated. Most profanity is auto-blanked as well so that ScubaBoard does not run afowl of various filtering software that would block access to the site.

Most moderation is simple stuff like merging threads, removing duplicate posts, deleting advertising spam, etc. It's usually very transparent. If threads go off topic, the new topic might be split out into a new thread, etc.

The stuff we'd rather not have to deal with, but occasionally happens, is because a poster fails to head the following in the TOS:

By clicking the Agree button, you warrant that you will not post any messages that are obscene, vulgar, sexually-orientated, hateful, threatening, or otherwise violative of any laws.

There is also set rules for abusive members. Banning a member is the last resort, there's been maybe 4 bannings this year out of roughly 3500 active members.

I don't have any statistics on hand, but maybe 1% of all threads (not posts!) have some moderating done.

Anyway before this turns into a debate about moderating (that would be going off topic and be split into a new thread :out: ), keep the welcomes flowing in people :)
