I agree with Don. Have her join SB. She will find out that there are a lot of newbies with the same, or similar fears, like her.
 
I thought I'd post a quick follow-up here that she did get certified as PADI OW. She was apprehensive about getting into the water during her checkout dives but got past her fear and did fine while under the water. While I had sprained my ankle and couldn't do the dives with her, she said she did a lot better than some of the other divers in the water with her.

We since went to do the SCUBA trip in the living seas exhibit at epcot. Unfortunately she caught a cold on the way down so she could only go down about 5', but she swam near some sharks and didn't freak out and had a great time anyways. I found myself spending most of the time interacting with the kids at the windows during the dive and ignoring the fish, that alone was worth it.
