Philippines (Cebu)? Thailand (Koh Tao)?

I spent a month in Koh Tao and it was inexpensive to live and dive. For example, my hotel room (1 bedroom with shower/toilet, desk) was $400 for a month. Philippines is about the same; I will be in Cebu in Feb 2019.
