Of course you can, you just have to be willing to pay the price. Collecting anything from the marine park is prohibited, the park circles the entire island. If you get caught (and there are plenty of people who would LOVE to catch violators), they take all your gear until you pay the fines and the fines are stiff. BTW, spearguns are prohibited on Bonaire and will be confiscated when you go through customs. Bonaire is one place that really means, "Take only pictures and leave only bubbles". The reefs are Bonaire's only claim to fame and they are highly valued by the locals. Deep sea fishing, not a problem.
 
unless you are a Bonaire "native", you will have to go offshore far enough to be outside the reserve. There are fishing charters there, but you can't fish near shore.
 
I took a dive knife but didn't use it once I learned that they are not allowed in the marine park. Gloves are a big no-no as well.
