Going to Australia, need good travel agent and dive advice

I'll be there in May and June, and I've heard from a few people that have been there that it is a big mistake to make your dive bookings before you get there. There are just SO many options out of Cairns and Port Douglas that it is generally much cheaper if you book it when you get there because of all the competition. I heard that live aboards offer up to 50% off rates right before they are going to go, because they just want to get the boat filled. I think they're called standby rates... Also, you get more bang for your buck when you convert USD or EURO to AU and the conversions they give you when you prebook a trip aren't usually accurate. All in all, I've heard you'll save a lot if you book the diving (live aboard or not) when you get there.
