Frankly, if I had the choice of diving any of the stops you mentioned, I'd take diving in Tortola on the RMS Rhone over the Bahamas.

Dive Maven/group: can you recommend a dive operator in Tortola? I'm taking a cruise in March and Road Town is on the itinerary. I'd like to do two of my OW PADI dives for my certification there (have already arranged for the other two with West Side Scuba in Barbados). Any suggestions would be greatly appreciated! I haven't heard of a bad op in Tortola, but we used UBS Dive. They do private charters only, but their prices are the same (or better) as everyone else if you have 4 divers. They picked us up and dropped us off near the cruise ship and took us out to the Rhone for 2 great dives. It was extremely personalized service and we had an amazing time.
