The "No Lights" restriction only applies to the Devil's system, correct?

You are correct. By definition the primary light source of a cavern is the daylight,but once the sun is down, a cavern becomes a cave. If it is marginally safe for OW divers to be in the ballroom during the day,it is very unsafe during the night.
 
Ginnie's administration is "interesting". The Ballroom is the one place where you can """"legally""" do a true cave dive with a much lower cert. It is (was) a "don't ask - don't tell" kind of thing. I'm OK with it, we do worse on the Atlantic.

Look, I hold a full cave "Yankee Pass" cert. I am most aware of how it was awarded. I wouldn't think of doing what I did to get it while paired with another diver at my current level of cave skills. However, I worked hard for it and feel that I rightfully deserve it. It grants me a highly uncomplicated pass to dive caves with an instructor as my buddy. I have an open invitation to do same. I have no delusions of grandeur about my cave cert. Mind you, I value it as one of my better ones...
