To be fair, the Special Permit 12079 for these tanks was due to expire Jan 31, 2014. I don't know if it was renewed. I thought I read somewhere recently that it has not been renewed and the tanks would therefore not be able to be hydro tested again. That could have all changed, but the site is still showing it as expired. PHMSA - Special Permits List

I am retracting my earlier post. The Special Permit 12079 was renewed just prior to the deadline, so these tanks can be hydro tested.
