Egypt in the Summer is hot both outside and underwater, which means that you can travel light in aspects of clothing and diving exposure.
Although fins can be relatively heavy (I travel with Jetfins- can't get much heavier than that), I take them with me. As you already mentioned: some Red Sea dive sites can have quite a current, I had to abort an Elphinstone dive because my buddy's fins were folding against the strong current and as hard as he was kicking, he was not only not doing any progress, was actually going backwards! Aborting the dive is not the problem, it is a real safety issue in places like Elphinstone, many divers were lost in these currents: do a search here in SB, there are several of these reports :-(
I am not familiar with your travel BCD, but we use light polycarbonate suitcases and manage to pack in a full set of warm water scuba gear: fins, mask, booties, shorty 3mm, skin 1mm, mask, regulator, aluminum BP, single tank bladder, torches, SMB plus light spool, and some T-shirts, shorts, toiletries etc. There is a tendency to over pack stuff (ask my wife ;-) ) one ends up not needing so many clothing on a liveaboard, you can wash a couple of items every day- it gets dry really fast in the Egyptian summer. And no, no chances whatsoever for a sudden summer rain or high humidity.
Camera, computers, and any other stuff that doesn't fit in 23kg allowance (batteries, chargers), we take in carry on. Worse case, pay for extra weight- but I don't remember having to in the past.
We traveled with the above several times to Egypt and Maldives and actually had some space for spares, which I take one for the whole family: a regulator, inner bladder replacement, fin (we lost a fin in two different occasions...), torch, computer, SMB, spool. Between us 3-4 divers we accommodate all of that in the suitcases. Some times either one of us or some other guest on the boat needed one of these spare items.
For travel regulators we have some relatively light 1st stage, Miflex hoses, and transmitter without SPG (I take one as spare, just in case).
