I just use my Stahlsack mesh backback. Loosen the should straps enough that the bottom of the bag rests on your passenger seat or tail section and use a waist strap to keep it centered on your body. I wouldn't go super long distance or through many twisties but an hour each way would be more than feasible.

Have you thought about sidebags? You probably couldn't fit your fins but that's easy enough to solve with a bungee net.
 
How did you mount this on the bike?
As a passenger strapped around the backrest and to the tailgate fins went on the sides of the backpack. It was Vulcan 750. I had to pack it in a very specific manner. If I did it right I had a really comfortable backrest if not it pushed me forward and made for a horrible ride.
 
Did somebody get a ban?
