I will be going a live a board in Nov. in So. Cal and have never done this so I am looking for what it "usual" and expected for dive gear and personal gear. I will NOT be flying so airport limitations are not an issue.

Don't want to spend a ton on anything but would like at least part of the "luggage" to be useful for either local dives or for air travel in the future.

Ask the liveaboard for advice.

I have been on different liveaboards with different situations. In some cases, you empty your gear from your luggage and they take the empty luggage bag off the boat altogether, meaning it does not matter at all what you traveled with. In other cases, you have to store it in very limited space, usually under your bed. In that case, it is important to have a soft-sided luggage you can squeeze down.

Once your gear is unloaded, you really don't need anything. It stays all set up in your assigned space.
 
I use some very rugged duffel bags made for climbers from Wild Things in North Conway, NH, for all my traveling. They work fine for liveaboards.
