GUE and VPlanner each have one... but they're not free, sorry. I have used both by the way.
 
If you have an Android phone you can download Gas Blender and the accompanying Scuba Tanks app. Scuba Tanks is free and Gas Blender is about $5 dollars. Well worth it, IMO, since the interface is very user-friendly.

You didn't say what OS, but Guy Wittig's freeware Mixer for PalmOS still works great on my Treo, probably also under webOS using the Classic emulator.

Also, the last free version of GMP (before GUE started selling it) is available here. To use it on anything later than WinXP, note that you'll have to run it in XP compatibility mode.
 
a calculator, pen and paper, or working it out in your head works pretty well too. All three of those options should be readily available. It's really not that hard. I do use mix blender though.
 
Fifteen minutes with an Excel spreadsheet and you can make your own gas blending calculator. That's what I did.
 
If you just want it for blending, then Vplanner works really well. And, it's free to blend. At least on my droid it is.
