I just got an email from EE about a new garmin product called the inReach mini. Seems like it might be a reasonable solution for a lost-at-sea device, as well as for hiking, backcountry skiing, etc.
Garmin also make a case that lets you take it down to 100m and appears to be much smaller than the repurposed canisters people often use to house their PLBs.
