Will be in Galveston Aug 14-22. Is there diving there? If so what is it like? How will it be that time of year? Also any other suggestions on things to do while there would be appreciated

You won't find any salt water shore diving in that area. For saltwater diving you can catch a charter and dive some rigs or go to the Flower Gardens aboard the Fling. There are some freshwater diving sites a bit north of Galveston as well.
 
As has been pointed out Galveston is not a diving mecca. Other things to do while you are there. Galveston used to be seriously rich city and a lot of the Victorian houses are open for tours. The sailing ship Elissa is open to visitors. Seawolf Park has a WWII destroyer escort and a WWII Gato class submarine, the Cavalla. Moody Gardens make a nice afternoon. The Nasa visitor's center is just up the road in Clear Lake. Guido's has terrific seafood. About an hour northeast is the San Jacinto Battlefield and the battleship Texas. A great free ride is the ferry to Point Bolivar (very heavily damaged by Ike).
