Stumbled across this on the Palau islandtimes website (which is actually a pretty good news source, sadly much better than some paid local newspaper subscriptions I keep in the US). The wording of the release indicates that lifting the requirement isn't a done deal yet, so I would certainly confirm before travelling. Also please note they are talking about changing the testing requirement, it doesn't say anything about changing vaccination requirements.

Palau’s Ministry of Health anticipates lifting the testing requirement for entry into the country on July 9, 2022.
“We anticipate lifting the testing requirement for entry into the country on July 9 if cases continue at this level,” announced Minister Gaafar Uherbelau.
Palau has been slowly easing up its travel restrictions while closely monitoring the local transmission rate of COVID-19.
Earlier this month, Palau removed the Day 4 testing for COVID-19 but it still required testing before entry into Palau.
“We may lift testing requirement but we will still require vaccination for entry,” added Minister Uherbelau.
Easing travel restrictions is expected to revive visitor arrivals.
The United States lifted its COVId-19 test requirement for international travel this mid-June. US CDC said it continues to monitor the situation and assess the need for testing if the situation changes.
Palau Minister of Health Uherbelau echoed the same saying that they will continue to monitor and make changes should the situation change/
Meanwhile, Minister Uherbelau announced that the COVID-19 vaccine for infants 6 months and above has been approved and the Ministry of Health will be rolling out the new schedule for vaccination of infants to toddlers.
As of June 20, the total number of vaccinated persons, 5 years and above is 18,098 and the estimated population is 17,651.
