I would not know if it had been photoshoped or not but the last photo with Perry in looks like it has. Look at the top of the Gov's head and down the right hand side of it, looks like a white halo. This kind of thing happens when using the magic wand to cut something out and not doing a very good job of it. Also look at the fingertips of the hand on the right hand side, looks like some poor manipulation there.
