People dive in and around the tower all the time. Aquatic Safaris runs trips out there from Wrightsville beach. I hope to get out there later this year. Don't know anybody who has actually stayed on the tower. My understanding is that the tower is up a bit with lots of stairs. There can be currents, in fact on some days folks drift dive. So you would need a boat to dive from if you are at the tower and want to dive.
Great place to dive. Expect lots of life under and around the tower. Be ready for ripping currents (it is a big bump on the ocean floor and current picks up speed over it just like an airplane wing). Watch yourself getting off the anchor line and if you get on the surface away from the dive boat inflate your surface marker and let them come to you. Have fun!
