Just thought I'd post in this thread that I just tried downloading the PDF again and it seems to be working again now. I also tried downloading it back when this thread was started but there was something wrong. Seems to be fixed now.

we just did a check from the page and the link to download the pdf is working fine. Please check your web browser settings. Note the file is 65MB and will take some time to load/download.
