Is it one of those neoprene covers for bottles?

not a cover it is glass and has a lady praying on it. Not melted but looks hand blown with no seams.
Can you get some clearer pics?

I believe this may be for transporting holy water. The woman is most likely the virgin mary. My brother had a plastic one that he got from a holy woman in Maine. Yours looks just like his except for being glass. He had kidney problems and he was given the holy water to help. You may want to search for catholic religious centers in the area that you found it. Does the top look like it had a screw cap? How about any marking on the bottom? That might also help.
