there are a number of mounts for "trilobyte" cutters. Vertical web strap, horizontal web, wrist, etc. Sometimes you need to add to the product you buy... There are even MOLE type connections. Post some pics of your rig (particularly how the webbing is), and I'd bet we collectively can come up with ideas...

I have one cutter on the strap of my PDC, and one on a waist. Knife/scissors can go on a belt too... I'll also at times will use a thigh pouch that has attachment points.
 
Waist band line cutter. I'm trying to visualize that. I would just have a BCD.
One or two of these on your kit. At least one goes on the waist band of your BC/BP. The goal is to have a cutting tool you can use with either hand. My blunt knife goes on every dive, inside of leg on my left calf. One cutter on my waist band and one on the right sleeve of my dry suit. Ceramic blades are great since they don't rust but they can chip. Replace either occasionally.

It definitely signals to everyone you are a certain type of diver, not always in a flattering way.
The type who likes to have a cutting device available that you can reach with both hands?

I personally use a trilobyte cutter on the straps of my wrist computer, and ER shears on the arm of my camera. In the past I've also used a short blunt tip knife on the BC inflator. I don't carry a knife these days as many destinations will not allow them. I find the other two tools more useful and versatile.

You can reach your lower leg with both hands if one of your upper limbs is entangled?

I have one on waist band (aqualung titanium blunt tip)
and my Halcyon Goodman handle has a knife that could fend off a gold fish.

Yeah, you bring your knee towards your chest and grab it with the free arm. You don't have to be in perfect trim when dealing with an entanglement...

You might not be able to if a kracken puts you on a rack and starts pulling your limbs in opposite directions though

As a solo diver I carry a two tribilite's, titanium EMT shears......and a knife mounted on my right shoulder strap. Just want works for me and what I'm used to.

after one of my trainers described his extensive military experiences (Airborne) with paratroopers cutting or stabbing their necks when dealing with a knife in the upper harness area, I was quick to never adopt that configuration...

looks tough guy cool, but no thank you. There are, IMHO, better options for configuration.
