I wonder if the local commercial divers' laws cover that sort of thing? Here in Canada, some sort of government department would be all over that like algae on an artifact.....
 
I do a lot of electrical work on boats in Broward, the shore power setups on the docks behind some of the houses are scary. They may or may not have been put in by a licensed electrician 20 years ago.
