Horizon Divers was great, and Blue Water seemed like a good bunch as well - although we never got to actually dive with them while there...but I would next trip without any concerns.

There's always the one the locals dive with: http://www.diveinflkeys.com

Capt. Joe Miller is the about closest operator to the Duane and his 40 knot machine let's you get longer surface intervals AND they are about $15 less per trip than some of the others mentioned.
I've been going out with Divers City in Tavernier. You mean Capt Miller gives more than an hour in between dives and is less than $40 for a 2 tank dive on the Duane, Bibb, Spiegel Grove or Eagle with tanks included if I buy a 10 dive ticket? Hot Damn!

Divers City is good charter op too but I have a preference for six pack boats. But it's not hard for me to "take control" of the boat so speak since we can usually fill the boat. We almost always get over an hour SI diving with DiveIn and they let us set the agenda for the trip. I think they sell a ten trip ticket but I'm not sure what that goes for. I'll say $40 is probably about right.
