I've poked around a bit and haven't been able to find a key to let me know about the site.

Sometimes the dive flags on the forums page are red, sometimes blue. Is there a significance? There is a guide at the bottom of thread page that lets me know which are new threads and old and ones I've posted on. But, what does it mean when they're flashing?

Is there a glossary of sorts or guide to the site to help?

Red flags signify new posts in the forum, blue signifies that there are not new posts (since your last visit). That applies to entire forums, for specific threads in a forum there is a key at the end of each forum listing page.

Yes, but what about the flashing versus nonflashing flags? I bet a lot of folks wonder about that. It does not seem to be explained anywhere on the site. Although it seems to be related to the number of posts in a thread...
 
I beleive flashing means there is a "hot" thread, a thread that has had a good amount of posts in a short amount of time.
 
The flags don't flash, the pages icons do. Depending on what color they are the thread is either new and hot or old and hot. You can find out the icon key at the bottom of any forum listing page such as http://www.scubaboard.com/forumdisplay.php?f=93 (look down after the threads are lsited right before the end of the page).
