My husband took this picture the other day at Wailea point. Neither of us knows what this fish is:

Has cirri. Looks like a blenny. It's cute. Sorry I don't know Pacific fish, either, but the photo's wonderful!
 
With the large cirri, numerous spines on the head, and large dorsal spines, I would say Scorapaenid (Scropion fish). But without a full picture it would be tough to go beyond that.
 
I'll be honest with everyone -- I didn't know I was shooting THIS fish until I uploaded the images to the laptop! The coral had a couple of small lionfish (?) in it and I was trying to shoot them. I saw there was another small fish "down there" and thought about bouncing the strobe off the coral -- which I did -- and got an image of this guy.

As far as I can tell, he's about 2-3 inches long.
 
my best guess is that it is a mozambique scorpionfish or Parascorpaena mossambica
