It is a pinecone fish, Monocentris is the genus, but there are several species - not sure which one this is.

We call them Pineapple Fish.
This one looks like a Japanese Pineapple fish (Monocentris Japonica)
Pineapple Fish (Cleidopus gloriamaris)
