Yes, that is true for getting to the reef. Getting to the atolls requires long boat rides from either SP or the south coast. But the rides to the jungle and Mayan Temples and zip line and all those things are close by and give you the flexibility to switch back and forth between water and land adventures depending on the weather on the day. You can dive in pouring down rain but inland adventures are less appealing on those days and you can visit the jungle on days where the wind is whipping up the waves making the boat rides uncomfortable.Except Placencia is long boat rides which the OP wasn't keen on.
