There are lots of people with 500-1000 dives who don't pass Fundies.
My guess is that the fewer the dives, the higher probability of passing for the bulk of people. There are the outliers of the people who have had some decent training and were able to improve their skills, and they earn tech passes their first go around. It all depends on how ingrained one's bad habits are. I took Fundies at 380 dives and earned a rec pass, but it was painful and humbling. I'm a wimp when it comes to temperature and that was an ice bath.
