It's funny. I think Beqa is getting that reputation; I've seen several magazine articles about the Bulls of Beqa. I saw a couple white tips and a few zebra sharks at Beqa but there were a lot more sharks at Wannanavu.
Now, if you want sharks, go to Palau. Sharks on every dive with over a dozen at Pelileu. Almost all grey reef but pretty cool. I've also heard that Tahiti is good (but haven't been).
