Two quick questions...

Also, what does it take for someone to leave FIBR and enjoy the West End evening activities?

To leave and go to West End just make arrangements at the Tour Desk or the Reservation Desk. They can arrange for a rental car, taxi, tour driver, etc.

Also, what does it take for someone to leave FIBR and enjoy the West End evening activities?

1/2 hr. and about $15-20 for a taxi ride - maybe less. It's typically about $15 from the airport to the West End, French Harbor - where FIBR is - is slightly farther east. Negotiate the price up-front and have the driver specify if it's dollars or lempira.

You can usually get a cab for the return out in front of Coconut Tree Divers till really late, they often congregate there. It's in the middle of Half Moon Bay and the West End nightspots start there and go west - for at least a mile or more.

Last year a group of our guys had the front desk at FIBR arrange the cab and the front desk quoted them the price. When they returned, the cab driver tried to charge something more based on the number of people who traveled in the cab. Our guys went to the front desk and got them involved as well saying that was the price quoted.
Ultimately the cabbie agreed to take that amount and go away. You definitely want to get the price negotiated up front.
Other than that, they will pick you up and return you to the front door.

When we were there in 2006, we arranged a driver with a minivan for a whole evening for 50$. We were 4, it was cheap. The driver, and a helper, stayed with us the whole evening, taking us anywhere we wanted to go. It was well worth it...
