For Bali Padangbai is a great place to stay, nice fishermen village with some good restaurants and accomodation. Its not to touristic, but lively enough. From Padangbai there are many nice divesites to dive. BUT the sea can be very rough that time of year, which makes no good diving...
Have you booked your tickets already? Otherwise you might consider going to Sipadan in Malay Borneo, a wonderful place to dive. Stay on Mabul Island and you'll a great time, also dive underneath the oilrig in Mabul, an alien world down there!
Borneo is easly reached from the Philipines with Air Aisia. If a month of Sipadan / Mabul is too much you can explore the site of Kota Kinabalu (half an hour flight from Tawau)...

If you go to Padangbai, you should also spend an afternoon or so at 'secret beach', it is a wonderful small beach with a couple of nice warungs.
