Question Feasibility of a recovery/salvage startup?

I was planning on soliciting multiple sheriff/fire depts. around my area as well as towing companies to hopefully have a large enough influence to get calls.

Its not a matter of getting calls. Its how many you get. Contact the folks you mention and ask how many times per month/year they need a diving contractor, and how many other people are providing the service already.

You also need to figure out if you are willing to dive in 3 degree C water, zero visibility, with a running current.
