I agree with Streagen....Bonaire without a doubt. It is OUTSIDE the hurricane belt. IMHO, Aruba is great, but very "Americanized" and Curacao is a bit to commercialized for what it sounds like you may want....though there are some great smaller resorts on the island that give you the "local feel", so you may want to check it out.

My vote would be Bonaire also. Way south in the Caribbean so very unlikely to have a hurricane mess you up. Lots of great places to stay and eat. Dive as much or as little as you like at your own pace. Prices to stay and dive are quite reasonable.

I'm headed there in two weeks!
 
Neither does southern Belize and the diving is first class with the atolls not far away at all. If you do go pick one of the cayes as the traveling time from the mainland to the dive sites can be long.
