End of March/Beg of April: Which is best for diving: PR, Jamaica, Costa Rica?

I am thinking chiefly of weather, which of these three places might offer the best chance of having the best weather right at the end of March and the first few days of April? I realize these are largish places, so I guess I am also thinking of convenient access from the major cities. This will be a topside oriented trip with some diving squeezed in.
