We are considering a liveaboard in Thailand around November of this year and I was just wondering if there is anywhere to find information regarding condition in the area or what one can expect diving in the area.

Interesting question. I didn't think an El Nino would really have a great deal of impact on Thai waters but I could be wrong. Here in SoCal it could be a major headache for our kelp forests.
 
Yes, good question.

I think a lot of people in the Western Pacific will be unhappy again this year.

But will storms from the Pacific disrupt your vacation in the Andaman Sea? I would bet the chances are tiny.

If a really big storm starts to build, you will have days of advance notice. Every meteorologist in South Asia will be trying to predict its path on live television.

I would just buy good travel insurance and then forget about it. Make sure it covers volcanoes and seismic events like earthquakes and tsunamis, too.
