Possibly something else that could've been figured out and decided in 1958, or at least with 1990 computer data?

I suspect you're overestimating the data available and the value of the data available. There can be a tremendous number of variables and parsing out the conclusions can be extremely difficult. Then once the data is available, it may or may not be terribly convincing one way or another. And the CPR recommendations are provided by international bodies.
