There are many companies out there that have masks that cater to women. Try them on.
One thing she might try is to frequently valsalva when out of the water. It will become easier for her until she can clear without even pinching her nose by wiggling her jaw.

I'm an Asian female and I have found that 99% of the masks out there don't work for me. The only one that seems to work are the single window masks... somehow my nose fills those much better than any other mask. =( My nose only fills 1/3 to 1/2 of the nose pockets in most masks... if someone finds one that works (other than a single window mask), please share!
