This may seem a little dumb, but how do you scale down your photos to the size of 640 X 480 or 600 X 450 at 72dpi ? I'm not that great with images on the computer yet and my pictures are pretty big right now so any help would be nice.
 
I could be wrong, but if you have any type of image editor you use it should have some type of resize feature. If it doesn't say specific pixels of resolution (640X480 and such, I'm not seeing that on my editor) just resize it in inches down to an 8X10 or 6X8 at 72 dpi and you'll be in the ballpark.

Adobe Photoshop Elements does this easily.

It also has the ability to quickly create a series of thumbnails,
web pages and reduced sized images that can be added to
a website. The photo pages on my website where created with it.
