+1 on grommets. I think some marine supply stores might have stainless ones if you want to get fancy.
 
You can use a nail etc. heated to quickly punch through pocket material, then install a brass grommet from the hardware store. They sell kits that often include a punch, and the anvils to form the grommet. Brass is fine, but they need to be brass, not brass colored. If in doubt use a magnet. Harbor Freights are steel. Home Depot, Lowes, etc. list their as brass and is what I use.

FWIW I cut the d-rings out of my pockets, and installed bungee.
