They aren't allowed for purchase? The shop just confirmed I can. Where do I find official Mexico information on the Marine Park? I can't find it anywhere and I'm getting conflicting information on facts and fees from every shop I called.

Why are you trying to complicate your life and your vacation. This is not something you need to or are expected to purchase on your own. It's just a part of the diving cost here.

The marine park bracelets are provided by your watersports provider each day and you pay them for them, period.

If you REALLY must know - We (operators) purchase them in bulk through the marine park on a weekly or monthly basis with our Tax ID numbers through the bank. I usually purchase hundreds at a time. We then take the receipt to the marine park to pick up our bracelets. Bracelets can only be purchased legally by those with Marine Park permits in good standing - PERIOD. For the record, Hotels don't have marine park permits - only those operating boats do. The onsite dive shops at hotels simply pay rent there - well, except Dressel - they are under the same corporate umbrella as The Iberostar.

If they are charging you $2 or $2.50 or $3 - that's nothing more than a reflection of the exchange rate they're using or the exchange rate when they purchased them - there's nothing corrupt about it. Relax and enjoy your vacation and remember this is your hobby and enjoyment, but it's what we do every day 365 (in our case (363 days a year) so we've got things under control.
 
So Christi, moving off the of the bracelets, what do you think of Secrets following the Iberostar model of charging the operators other than Dive house for access to the pier shared with Residence reef and Sunscape.
