I am intending to construct a SMB that is durable enough for a safety device, that can be inflated at depth and not rupture when it reaches the surface.

Does anyone have experience/advice on what materials to use? Would it work better with a purge valve or simply with an open pocket?

i have never done this before but I would think that if making it yourself it would be far easier to have an open bottom as it simply allows air out as opposed to having to purge thereby putting pressure on whatever you use for the actual buoy.

you might want to consider buying the reel as it's important to have the gromit in in order to facilitate winding it in evenly
 
You can put in a overinflate valve like on a BC
