I dove without anything to cut with (stupid) then I got to looking at a thread here. I had a knife... but it was one of those huge ( I'm gonna killa shark knifes ) ones. I posted about the free ones I was getting at work, but they had no where to go cept in my pocket .. so I was buying some stuff and decided to pick up a pair of shears (1) that came with a holder. well I just picked it up to see how good it cut and all I can say is WOW and again WOW .. it cut thru a 3/8 piece of rope like paper. I will now carry both ( knife and shears ) with me.

I carry 2 pairs of those cheap surgical shears and a cheap serrated small SS kitchen knife with the tip broken off and filed smooth. I sewed a built in sheath using soft webbing on my comberband using some elastic velco to secure the handle of the knife.
 
I dive with two knifes and shears on all my dives the knifes are more tool that cutting but like you found out the shears are great. glad you found something that works for you
 
I love my shears, but check them regularly. Mine are stainless steel, but the hinge does rust. I have made sure I thoroughly rinse them after my dive and let them dry open. I also double check them before I put them away and get them ready for my next dive with a little oil, the same kind I use when sharpening my kitchen knives.

You can cut through a penny with a good set of shears. They are useful on the surface as well, I literally saved my dogs life with mine last year (story link).
