I live in Washington DC also. In a word, the answer to your question is "yes and no".
Can you beach dive in NC? Yes, theoretically. Is it good diving? No, it sort of sucks.
Where waves roll up on a beach, generally there is quite a bit of stuff stirred up in the water that obscures visibility. If you try it, mind the tides. Go with an experienced buddy.
[That being said, could there be a decent spot off the beach somewhere? Certainly. You might spend some time looking for it, but it could be there.]
There are quarries at Millbrook and Lake Rawlings that offer fresh water training environments. Beyond those, your best bet are the boats. They do, however, offer multi-dive passes (at Lynnhaven Dive Center and other places) that reduces the cost of the boat diving somewhat.
