Diving Queensland but don't want/can't afford a live aboard. Other options?

We're planning a trip for September 2014 to Queensland. I really like to dive, my husband sorta likes to dive. So a live aboard is out. But I would still like to do some quality diving. Am considering a 3 night sail in the Whitsundays which would include Bait reef. I have heard mixed things about Bait. Is it dead? Is it any good? Realistically, what other options are there? I can't see us doing a one day out of Cairns, it seems like it would be a cattle call. I am very open to suggestions!
 
Lady Elliot island is fantastic! I haven't dived the whitsundays but have heard its not ideal for diving - sailing lovely.
 
Plenty of day trips out of most destinations, but in Queensland (especially the far north) not much shore diving. Boat is best option or stay on some of the Islands like MA suggested. Heron, Lady Elliott, Lady Musgrave etc. Quite a few posts on these places here.
 
As you've discovered the price of diving is incredibly high in Australia. I did a Whitsundays sail probably much like you're considering where you could also do a bit of diving and I found it to be really mediocre compared to almost anywhere on the east coast. The Whitsundays are otherwise beautiful, so do it if you'd like a nice sail trip, but for diving I'd think about doing some land based diving from Byron Bay (Julian Rocks). Great diving, reasonable cost at least by Aussie standards, and BB is a great place to visit.
